OpenCanvas4 looks promising. :3 (I've only tried the 1.1 version for
the free trial, and it's a really good program. ^_^)
There is also GIMP, ArtWeaver, ArtRage. and Paint.Net, if you want to
try those out.

ArtWeaver has lots of brush choices. *_*


By the way, I'm truly amazed by this picture. o.o It looks very real.

Theres dogwaffle, and GIMP. o_o; (free downloads off the internet)
Opencanvas, 'nd the list just goes on and on and on... x_X

As for art programs, I personally use Adobe Photoshop and OpenCanvas. 
Open Canvas is really good for line art and color selection (I tend to
be able to get the colors that I want more readily in OC than in
photoshop), but I think Photoshop is better for textures and things
like that because of its large selection of brushes.

best drawing program as far as i've heard is photoshop

but if all els fails... paint! its standart with windows i think....
might not be... but paint is easely accessable...

come to think of it... you can probably download paint and
photoshop... im not sure but you can try to google it or something

drawing programs well there is Jasc Paint shop pro there are about 8
different types of those and yea there are the ones u mention i only
use jacs to add stuff to my pics but also it is used for drawing like
this
