Well i been trying to draw the frills but i end up making scribbles...so i wanna know
some ways to make it look very detailed

Well,

shading always makes clothes/dresses/ect detailed...

but I usually draw squiggly lines. xD 
but I'll give you an ex. how I draw them... sometime later... xD

I normally draw squares, with smaller then bigger then smaller then bigger (etc).. next
to each other. :P Thats all I do.

Take a picture from the internet of a frilly skirt/dress, and study it.
That's all I can say, and that's what most art teachers will also say.
You only can learn from the real thing.
