Has this been suggested before? Well, I don't want to bother to search through all those
millions of pages.

Sticky threads. As in, topics that will ALWAYS stay first in the discussion board and will
NEVER be bumped down.

You could include the 'Rule topic', 'Welcome new members topic' and
'Updates/News topic'. And more.

Perhaps we should have topics in catagories too? Like in diary entries.
